Bad landlord in Ottawa, Golden Dragon

The building is on the quietest part of Elmira, its across the street from gvrnt housing that has had its fair share in crime. There's an old age home next door and a park in behind. If someone other the Chi Suites owned the property, it wouldn't be that bad if it was fixed up, as the units are quite large and some have finished basement.
Building is pretty grubby and needs alot of repairs, there's holes in the hallway ceiling, laundry room is dirty and always broken down. Landlord doesn't pay his gas/hydro bills, gas is included in the rent, but you can go for a week without hot water! Last Dec, he did not pay the banks so the bank sent out letters saying they were the new owners, 2 days later, chi was the owner again, unfortunately. If the building was owned by someone that actually gave a crap, it would be a nice place to live. There's also alot of mice in the basement but I know houses have that too and mice traps help. Repairs only get done if you call bylaw or property standards and I feel they've gone to easy on him.
Few years ago the maintenance man who lived on the premises broke into a girls unit and sexual assaulted her, turned out he was a serial killer! Scary that someone like that had access to your apartment.
Staff that work at the office are very rude, half the time they don't bother replying and if there's a real issue they tell you there working on it! Work takes a long time to get done by maintenance staff.
If your looking to rent in Ottawa save yourself the hassle and stay away from Golden Dragon/Chi Ho/Chi Suites and any name that sounds like that, he has alot of names and owns alot of buildings.
